Instructions

- In a large bowl, whisk together flour, baking powder, baking soda, and salt.
- In a separate bowl, whisk melted butter and sugar until well combined. Add eggs one at a time, beating well after each addition. Stir in sour cream and vanilla until smooth.
- Pour wet ingredients into dry ingredients. Fold together gently until just combined. Add milk as needed for a thick but scoopable consistency.
- Fold in 1¼ cups chocolate chips, reserving remaining ¼ cup for topping.
- Divide batter among muffin cups, filling each about ¾ full. Sprinkle reserved chocolate chips on top.
- Bake at 425°F for 5 minutes, then reduce temperature to 350°F (without opening oven) and bake for another 13-15 minutes until golden.
- Cool in pan for 5 minutes, then transfer to wire rack to cool completely.
